Job Description:
PRIMARY FUNCTION
Oversees Source America contracts in relationship with contractual documentation, staffing and client work. Supervises and trains Work Adjustment and Supported Employment staff, in behavior interventions, safety and work place contracts. Maintains contract documentation and evaluates and coordinates consumer activities in the program. Oversees work program scheduling, client plans, and staff ratios. Ensures that vocational training programs and community integration programs meet contract standards to include safety, CARF, and DDD standards, DOL and Source America contracts. Develops employment options and coordinates job placement for Deaf and Hard of Hearing consumers. Monitors staff training, collects and documents training data, maintains consumer files and monitors consumer progress through the program. Position may from time to time be stressful and require a high demand of performance. May perform other duties as assigned.
ESSENTIAL FUNCTIONS
Supports program as needed intake services to include reviewing referral information, completing Case History (biopsychosocial), Intake, Confidentiality, Consent to Treat, Authorization to Release Information and other forms, presenting information to team at intake meetings, and completing and implementing consumer service treatment plans
Works with the vocational team to provide insight in the determination of supported employment, or competitive placement options
Develops relationships with community employers to provide a network of training and job placement opportunities
Works with Vocational Rehabilitation and Department of Developmental Disabilities to support individuals referred
Reviews referrals and intakes from DRS, coordinates consumers into programs and through work programs
Provides job seeking skills and job placement activities to consumers requesting services
Works with Deaf caseload
Oversees Source America contracts, scope of work and all requirements
Assures Scope of Work meets contract, clients in program and schedules
Assures quality of programs by reviewing client program plans, client work schedules, staff client workloads, and determines staff training needs, appropriateness of client at work site
Is part of the team in the development of Source America contracts related to supplies, equipment, sub-contracts and productivity
Monitors budgets of Source America and assumes budget control over supplies, sub contract work and productivity
Provides training to staff in DOL requirements client evaluations
Works on completion of security for Source America contracts with supervisor and CCS Director of Operations
Meets weekly with site contract personnel to assure quality work at work sites
Works with sites to review staffing patterns, workloads and capacity
Problem solves client issues
Builds program capacity by meeting with employers and determining other training options or work site productivity
Builds business relationships and develops opportunities for clients referred
Trains staff in general procedures, behavioral techniques, and client training plans; implements client training plans
Collects data and documents training program activities
Maintains files and tracks consumer progress through training programs
Schedules staff training and documentation to ensure completion of all required training
Ensures that assigned vocational training programs meet contract standards including safety standards, CARF standards, DDD standards, DOL and Source America
Provides direct client and program service coverage as needed
Supervises and evaluates Source America staff to include Program Coordinator(s), Program Specialists and Rehabilitation Technicians.
Maintains contact with referral sources
Attends team meetings, develops ISPs and assures compliance with plans
Assists supervisor with interviews and hiring
Communicates with DDD and/or Vocational Rehabilitation, parents, and/or group homes regarding consumer and/or program issues
Implements, reviews and maintains CARF procedures
Ensures medical, therapeutic and behavioral plans are followed for all consumers
Conducts program site visits on a regular basis
May drive agency or personal vehicle on company business

MINIMUM QUALIFICATIONS
Bachelor's in Rehabilitation, Counseling or Education
2 years of experience working directly with individuals with deafness and/or developmental disabilities
2 years of experience demonstrating the ability to work independently and as a member of a team
2 years in a vocational setting
1 year in both or either job development work or contractual work with Source America
American Sign Language Skills
1 year of supervisory experience
2 years of experience in making independent decisions and judgments
Knowledge of the DES/DDD system
Knowledge of the Vocational Rehabilitation system
Obtain State of Arizona Level One Fingerprint Clearance Card and pass drug screening
Valid Arizona Driver License, proof of insurance and Arizona Motor Vehicle Division 39- month Motor Vehicle Report
DESIRED QUALIFICATIONS
Master's in Rehabilitation, Counseling, Education or Business
Background in Business and development
Proficiency in American Sign Language
Additional years of directly related experience
Experience in Source America contracts
1 year of experience working in Rehabilitation
1 year of experience working in Vocational Education
First Aid and CPR certification
